Ms. Liu graduated from the University of California, San Diego, cum laude with a Bachelor of Arts Degree in Communications. She received a Master of Arts Degree in Communication Studies from Northern Illinois University and a Juris Doctor Degree from the University of North Carolina, Chapel Hill.

Her areas of concentration at The Banks Law Firm include affordable housing and community economic development law and public housing law. Ms. Liu has taught seminars and lectured in the areas of affordable housing and real estate transactions, public housing law, landlord-tenant issues, and international business law and transactions.

Ms. Liu’s experience includes all aspects of complex affordable housing development matters, including low-income housing tax credit transactions, new markets tax credit transactions, taxable and tax-exempt bond transactions, HUD mortgage insurance program transactions, Rental Assistance Demonstration program transactions, HUD Choice Neighborhoods and mixed- finance transactions, site acquisitions, real estate matters, environmental compliance and remediation, entity formation and corporate matters, property management matters, and representation of public bodies, municipalities, developers, lenders, for-profit and non-profit organizations. She advises public housing authorities on public housing regulations, Section 8 tenant-based and project-based matters, homeownership regulations, fair housing laws, energy conservation financing, landlord-tenant matters and other regulatory and administrative compliance issues. She provides general counsel support to public bodies, including legal advice on open meetings, public records, procurement issues and general contract matters.

Ms. Liu is admitted to practice before the United States District Court, Eastern District of North Carolina. She is a member of the American Bar Association, North Carolina State Bar, and North Carolina Bar Association.
